Consider to install a global sticky thread plugin in SMF
e.g. YAGAM

This would allow global sticky threads for very rare occassions
Pro:
- We had that feature in the previous message board software and would have used it in some occasions (when it's more important than just a tweet, but less than for a communique)
Contra:
- May decrease maintainability of the message board software
