Was bringen langfristige Massnahmen (Messung)?
Haltung: Stadtrat muss getroffene Massnahmen überwachen, Mängel rechtzeitig korrigieren, wo nötig ausbauen (Mittel ausweisen und beantragen), Statistik im Auge behalten.
Wird viel unternommen, geht zuwenig weit. Frühfürderung: Kindergarten mit 4, 0-3 Kinderhütedienst.
