As you hopefully all know, we have worked on a global finance regulation to manage all things around the finances. Currently there is only a german version available.

Why we need a financial regulation
The Pirate party switzerland is growing daily and new sections are built in outstanding cantons but also in regions like Winterhtur and the city Berne. We want to give you as treasurers and boardmembers more financial autonomy and equality.
1. All sections, cantonal and regional, should be financially autonomous.
2. Members with a limited income must have the same rights as all others.
3. Central encashment takes the load off of you.
How should this work
Currently we have two Membership-Fees: 60.- and 30.- for limited incomes.
Fifty percent are for the cantonal sections and they have to decide how much a regional section may become.
The new approach, which we have elaboratet in a group of different People, takes a different way: Each section, cantonal and regional, defines a recommendend price they want/need for the next year from each Member.
Example: If someone is in a regional section like Winterthur, his Membership-Fee Invoice may look like this:

As you see, the new Membership-Fee is only a recommendation and not fixed price. Thisway each Member has the posibility to pay as much as he can. Every value above 500.00 sFr is taken as a Donation, which is divided the same way as the membership fee. Currently each amount above 30/60 is only a donation for the PPS and not the Section itself.
Important to know for you: This seperation and your recommendations are shown on the invoice slip. The Members will see what you as section have defined and if thats not in their will, they may exit/change the section - so be careful ;)
The maximum of all recommendations can not exceed 500.00 sFr, so you can define a maximum of 125.00 sFr by the given maximum of four levels currently!
If you don't communicate a recommendation, we'll note 15.00 sFr for you.
What we need
If the financial regulation is accepted by the general assembly on the 11.
November 2012, we need YOUR RECOMMENDATIONS. Normally these must be granted by your assemblies. Because thats not possible till then, you as the boardmembers can define a tentative recommendation which you have to approve by your members later.
For next years, you have to approve and communicate the recommendation till the end of october.
As noted above: If you don't define a recommendation, the financial regulation defines a recommendation of 15.00 sFr for you.
Think about your recommendation carefully! It's printed on the invoice slip, so some members may exit your section. Also note Article 20 in the regulation, which defines the fragmentation and includes a safety switch for fairness (which we have to redefine because it's not really working as is).
Calculate your recommendations
As a rule of thumb: About 35% to 40% of all Members will pay the Memberfee.
The number of Members in your Section you can calculate from the MDB - or ask the statistics or me. I'll try to update the MDB with this informations as fast as possible!
Please note: You will get full autonomy! That means you are liable for all of your expenses. The national party - resp.ectively your parent section - will not lend you money for elections or any other campaigns!
Please write me your recommendations as fast as possible, but at the latest till 3. November 2012
If the regulation is not approved
If the regulation is not getting approved by the members on the 11. November,
nothing will change. But we don't think/hope this will happen.
