Reasoning
As you might have learned from the news the Ministry of Justice denied registration of PP-RU.
For four years Pirate Party of Russia is trying to be recognized by the officials.
Their political goal has always been to change the legislation in political ways - that's what their platform is about. Unfortunately this appears to be impossible in Russia.

Two years ago when they applied for the registration the Ministry of Justice didn't even consider their application because of the name - 'Pirate' being not appropriate for a political party as it corresponds with the article about marine piracy.

This time they completed the whole registration procedure. They managed to have a founding meeting with delegates from all the regions of Russian Federation, they established the regional parties in more than 43 regions of Russia, they have more than 800 official members. The Ministry did find not-existing mistakes mistakes in their application such as 'quorum not established' (when it was), '2 members being under 18 on the moment of the founding meeting' (when they were over 18 at the moment of joining the party).

I would ask you to complete this statement prepared by Pirate Party Russia, send it to the Russian embassy in Switzerland, publish it on the website and send it to journalists as PP-RU needs as much publicity on this as possible; they cannot influence their government themselves, only the international attention might help the situation.

On december 29, 2012 the Ministry of Justice of the Russian Federation refused to register the Pirate Party of Russia. It is outrageous that the reason for the denial was the name of the party. We, members of the registered Pirate Party of __(country) ____ which has _____(number)____ of representatives in government bodies, wish to express our protest.

We inform the Ministry of Justice of the Russian Federation that piracy is defined not only as the unlawful seizure of ships and aircraft and not just as a synonym for counterfeiting, but also as an ideology and a political movement whose aim is to reform the laws on so-called "intellectual property", patents and copyright. We stand for free non-commercial exchange of information and the inadmissibility of its prosecution, as well as for the right to privacy. Thus, the name "Pirate Party of Russia" fully conforms to its goals and objectives, as stated in its statutes and policy statements.
The Pirate Party of Russia is a founding member of the Pirate Parties International (PPI) which is a registered non-governmental organization (NGO), founded in 2009. PPI supports and coordinates ___XXX___ officially registered pirate parties around the world, serves for their internal communications, and manages international forums and mailing lists.
Our party strongly demands that the Ministry of Justice of the Russian Federation immediately register the Pirate Party of Russia and punish the perpetrators of the denial of registration.
The refusal to register the Pirate Party of Russia because of its name violates international agreements signed by Russia, violates the right of Russian citizens to form associations, and demonstrates the ignorance of officials of the Ministry of Justice.

The Pirate Party ___ (country) _____ solemnly warns the government of the Russian Federation that denying the Pirate Party of Russia legal access to politics will have a negative impact on Russia's image and will demonstrate a low level of democracy, freedom of speech and expression.

Am 29. Dezember 2012 hat das Justizministerium der Russischen Föderation der Piratenpartei Russland die Registrierung als Partei verweigert. Es ist empörend, dass der Name "Piratenpartei" der  Grund für die Ablehnung der Registrierung war. Wir, die Mitglieder der offiziell als Partei registrierten Piratenpartei __ (Land) ____ mit ___(Zahl___ von gewählten Vertretern in Parlamenten bringen hiermit unseren Protest zum Audruck.

Wir teilen dem Justizministerium der Russischen Föderation mit, dass der Begriff "Piraterie" nicht nur den bewaffneten Überfall auf Schiffe und Flugzeuge bezeichnet und als Synonym für Produktfälschung verwendet wird, sondern auch eine Ideologie und eine Bewegung beschreibt, deren Ziel die Reform der Gesetze zum sogenannten "geistigen Eigentum", Urheber- und Patentrecht beschreibt.   Wir setzen uns ür den freien nicht-kommerziellen Austausch von Informationen und der Unzulässigkeit von dessen Verfolgung sowie für die Stärkung der Privatsphäre ein. Der Name "Piratenpartei Russlands" entspricht somit gänzlich den Zielen und Aufgaben, die  in deren Satzung und Programm festgelegt sind.
Die Piratenpartei Russland ist ein Gründungsmitglied der Pirate Parties International (PPI), einer eingetragenen Nichtregierungsorganisation (NGO), die 2009 gegründet wurde. PPI unterstützt und koordiniert ___XXX___ offiziell registrierte Piratenparteien in der ganzen Welt, unterstützt deren Kommunikation und Vernetzung und verwaltet internationale Foren und Mailinglisten.
Unsere Partei verlangt eindringlich, dass das Justizministerium der Russischen Föderation die Piratenpartei Russland umgehend registriert und die Verantwortlichen für die Verweigerung der Registrierung bestraft.
Die Weigerung, die Piratenpartei Russland wegen deren Namen zu registrieren, verstösst gegen von Russland unterzeichnete internationale Abkommen, verletzt die Rechte der russischen Bürger auf Gründung von Vereinigungen und zeigt die Ignoranz der Beamten des Justizministeriums.

Piratenpartei ___ (Land) _____ warnt die Regierung der Russischen Föderation in aller Ernsthaftigkeit, dass die Weigerung, die Piratenpartei Russland an der legalen Politik teilnehmen zu lassen, das Image Russlands beschädigt und von mangelnder Demokratie, Rede- und Meinungsfreiheit zeugt.
