PiVote CA: Possibility to delete Certificates in status New

Description
Possibility to delete Certificates in status New (doublicates, too old), And we need to know how old a Cert is already on the server.
Currently I download over 100 Cert requests every time...
- Category set to Usability
- Assignee set to Exception
- Target version set to PiVote 1.0.8.0
Maybe we need another status for a signature request. Something like "deferred" which basically tells the CA Gui and the server that the CA is waiting for the form. It should also tell the user to send in his form. The CA should of course later be able to accept or refuse such requests. Duplicates should then be refused with the reason "Already has a valid certificate".
