Motion: add the Pirate Times feed to the message board portal

• the articles are relevant to pirates
• all content is researched and produced by pirates
• there is a new article every 2 or 3 days
• the team is really trying to keep up with professional press standards (i.e. it's not a personal blog or pure pirate propaganda site)

• content is only avaible in English atm (sidenote: we could translate them ourselves, but likely lack the ressources)
