I suggest to ask the Swiss government if Switzerland is planning to or participating in a program to manufacture and/or use government built malware for any information needs (see also http://www.theregister.co.uk/2014/02/28/governmentbuilt_malware_running_out_of_control_fsecure_tells_trustycon/).
You could make an Auskunftsbegehren gem. BGÖ, write an open letter to the Bundesrat or ask a Pirate friendly member of the parliament to make a corresponding request (or all of them).
